Rios was killed at the scene.
The teenager driving the other car was taken to a hospital for treatment of possible life-threatening injuries.
Crash investigators will review all factors that may have led up to the accident and police reports will be made available in fourteen days.
According to police, speed combined with black ice on the pavement are what may have contributed to the collision.
